Keeping Renters From Becoming Homeless

According to the Pew Charitable Trusts, “Rent-burdened households (defined as spending 30% or more of pretax income on rent) have higher eviction rates, increased financial fragility, and wider use of social safety net programs, compared with other renters and homeowners.”

Their numbers show that:

  • 38% of all “renter households” were rent burdened
  • 46% of African-American-led renter households were rent burdened
  • 50% of renter families headed by someone 65 or older were rent burdened

To be proactive, cities needs to know the tenants are in rent trouble. The earlier they can address the problem, the better their odds are of preventing another homeless situation.

Proactive steps should include:

  • The city must aware that a situation is developing. Landlords and/or tenants could submit the pertinent information via a portal to the city.
  • Once the information is received, cities can manage and provide services from mediation to application of local/state/ federal programs as well as referrals to other supporting services.
  • Cities will need to understand the effectiveness of their effort through the effective use of analytics.

According to The Evictions Study, done by the University of Washington, “Evictions contribute to homelessness due to rising rents, the lack of affordable housing, and rent burden.”

Their numbers show that:

  • Women are evicted 11% more than men
  • Between 9% of Black adults and 17% of Black adults faced an eviction

Cities, counties, and states have adopted Just Cause evictions statues, requiring rental property owner to follow set guidelines. However, enforcement of these regulations requires local governments to monitor and if necessary, intercede with appropriate action.

Monitoring local evictions should include:

  • A mandatory requirement that all evictions must be submitted to the appropriate city department(s)
  • Compliance review of evictions needs to be conducted and noted on a case by case basis
  • The information gathered will need to be analyzed to sport trends and take meaningful corrective actions
